The protocol is permissionless on the authority side — anyone can stand up a verify endpoint and publish a public key. Agents may, however, enforce an authority domain allowlist when deciding which authorities to trust. Listing here is informational; it is not an endorsement and does not place an authority on any agent's allowlist.
